Fingerprinting requirement -- Declaration
of Intent to Study Law
A fingerprint check with the Federal Bureau of Investigation is mandatory.
The staff of the Board of Law Examiners cannot complete the investigation of
your Declaration without the results of your FBI fingerprint check. The Texas
Department of Public Safety (DPS) has implemented a program called Fingerprint
Applicant Services of Texas (FAST) to obtain your fingerprints and then submit
them electronically to the FBI.
Group Sessions: If you file your Declaration by the timely filing deadline
(outlined in Rule VI(b)), someone at your law school will coordinate with the
vendor, L-1 Identity Solutions (L1) who will come to your law school
and take your prints. You will be instructed to go online with the vendor to
schedule your specific appointment time. When you make your appointment, you
must have your FAST form in your possession, as you will be asked to input data
that is contained on that form. You must pay the fee of $9.95 by check or money
order at the time the prints are taken, or pay by credit card at the time you
make the appointment online. (This fee is subject to change
without notice.) Checks and money orders should be made out to “L-1
Identity Solutions”.
Payment by credit card is not an option at the group sessions.
Individual Appointments: If you cannot attend the scheduled group session, or if
you miss that session, or if you file your Declaration after the timely filing
deadline, you will be responsible for contacting L1 to make an individual
appointment to have your prints taken at the nearest L1 facility. If you file
your Declaration after the timely filing deadline, you must make your individual
appointment within 30 days of the date that you file your Declaration.

the L1 website to make your appointment, you must have your FAST form in your
possession, as you will be asked to input data that is contained on that form.
The FAST form is available on
the Board’s website. The FAST form requires you to
provide identifying information so that the results of your electronic
fingerprinting will be sent to the Board of Law Examiners.

individual session to take your fingerprints, you must have your FAST Form in
your possession, on which you have completed the section titled, Information to
be Completed by Person Being Fingerprinted.
